Curtis A Ray, Jr., CPD, FASPE
Curt has over 40 years of experience in plumbing, process, and fire protection design of pharmaceutical manufacturing facilities, industrial, commercial, institutional, educational, chemical and plastics production facilities. His background includes senior technical and supervisory responsibilities, including several overseas assignments for construction coordination. Curtis has been involved in ASPE for over 39 years as a past President of the , Philadelphia Chapter, and most recently as an ASPE Society Board Member as our Region 3 Director.

Todd Rebhahn, CPD

Todd has over 25 years of experience designing Plumbing/Fire Protection and Electrical Systems for commercial, government and various healthcare facilities. A graduate of the University of Wisconsin-Milwaukee, Todd started his affiliation with ASPE in Wisconsin many years ago and has been a member of the Tampa chapter of ASPE since 2011.

Matthew Walker, P.E.

Matthew is a 2015 graduate of UNC Charlotte and has over nine (9) years of experience in new construction and renovations of HVAC, plumbing, medical gases, fuel oil & gases, and fire protection design of healthcare, pharmaceutical, and laboratory facilities, and all plumbing aspects in the multi-family high rise & low rise (garden style) residential industry. He is a newer member of ASPE but looks forward to broadening knowledge in the local chapter!

Brian has a strong background in pumping equipment in the plumbing industry. His knowledge includes assisting the engineering community in the selection of the proper equipment for the specific application. Brian has also operated and managed the distribution and service of the various plumbing pumping systems throughout the state of Florida.

Rich has been in the plumbing industry for 24 years and was a former Owner/Managing Partner of Specified Sales Associates in Florida.
Rich has been an active member since the first West Coast ASPE meeting and has held position as Treasurer, Affiliate Liaison, Newsletter editor and Vice President of Membership.

Scott Whitney, CPD
Phoenix Engineering Group
Scott has over 10 years of experience performing designs in Plumbing, Process, and Fire Protection for Phoenix Engineering Group in Tampa, Florida. He got his start in the plumbing industry at the family business, Whitney Plumbing and Heating in New Jersey, where he learned installation and repair of most residential and light commercial plumbing and hydronic heating systems. Scott joined ASPE and the WCF chapter in 2013.

I was born and raised in South Florida. After college, I started a 5-year apprenticeship with the local plumber's union. In my second year, I began supervising plumbing new construction on high rises 22 to 50-story, directing 20 to 50 employees. Upon completing the apprenticeship, I began estimating and project management for the same plumbing company. In 1998 I returned to school for AUTOCAD and drafting classes to specialize in Value Engineering for our projects. In 2005, I started teaching Foreman, and Project Management, as well as Plumbing Code classes at the Miami Dade plumbing apprenticeship school. In 2007, I started with a partner, a plumbing company and sold my part after accepting a job with Lubrizol 2016.
I started with Lubrizol as a territory manager, representing BlazeMaster CPVC, FlowGuard Gold CPVC, and Corzan CPVC. As a territory manager, I focus on providing informative presentations for everyone involved in material selection for construction projects, including design and engineering professionals, project owners, developers, general contractors, and installing contractors. My responsibilities also include training installers, AHJs, Inspectors, and QC supervisors on installation best practices to assure proper installation.

Connor has 3 years of experience in plumbing design of tenant fitouts, restuarants, and high-rise condos and hotels. Connor has been involved in ASPE going on 3 years as a general member of the West Coast Florida Chapter.

Gisun Sung

Gisun has been working in the plumbing industry since 2022. A native of St. Petersburg, Florida, she has experience in plumbing and fire protection design, primarily focused on healthcare projects. She holds a Bachelor of Science in Computational Science from Florida State University and has been a member of ASPE since 2025. Outside of work, Gisun enjoys rock climbing, yoga, and collecting new hobbies.

Tim has over 36 years of experience in mechanical engineering with expertise in Plumbing, HVAC, and Fire Protection design for new construction and renovations of education, business, healthcare facilities, correctional facilities, municipal, and high rise commercial and residential. These projects have included code analysis, engineering calculations, equipment selections, specifications, Florida Energy Code evaluation, energy conservation analysis, and construction phase. Received Certification in Plumbing Engineering (CIPE) by ASPE in 1992 and is currently a CPD. Tim has been involved in ASPE for over 33 years and recently past President of the West Coast Florida Chapter, and presently an Ambassador for the chapter.

Marcy is a Senior Engineering Technician II MEP for MSA Professional Services in Sarasota, Florida. She has experience designing Plumbing Systems for a variety of commercial projects from education and municipal facilities to small tenant fit-outs. A native of Pennsylvania, she graduated with Bachelor and Master Degrees in Ceramic Science and Engineering from Penn State University. Marcy has been a member of the West Coast Florida ASPE Chapter since 2015 and is also a member of Women of ASPE.
